Resolution to Safeguard Air Quality in South Carolina
WHEREAS, activities involving the intentional release of chemicals or substances into the
atmosphere, commonly referred to as geoengineering, may be conducted by the federal
government or affiliated entities, potentially affecting South Carolina’s environment and
residents; and
WHEREAS, the long-term impacts of large-scale atmospheric interventions on air quality,
human health, and ecosystems remain uncertain and insufficiently studied; and
WHEREAS, the South Carolina Department of Environmental Services (SCDES) is
responsible for ensuring the quality of the state's air, soil, and water, and for regulating
emissions to protect public health while supporting responsible commerce; and
WHEREAS, the State of Tennessee has enacted similar legislation in 2024, recognizing the
need to proactively regulate geoengineering activities in order to preserve environmental
integrity and protect public health; and
WHEREAS, the General Assembly is committed to maintaining clean air, safeguarding the
environment, and protecting the well-being of all South Carolinians; and
NOW, THEREFORE, BE IT RESOLVED that Lexington County Republican Party calls on
the General Assembly of the State of South Carolina and on the Governor to amend Title 48,
Chapter 1, Section 110(e) of the South Carolina Code of Laws (Air Pollution Control Act) to
add as follows:
“The intentional injection, release, or dispersion of any chemical, compound, or
substance into the atmosphere for the purpose of altering temperature, weather, or
sunlight intensity is prohibited within the borders of South Carolina.”
